Consents
Understand the key steps in the resource consent process and find our engineering standards and other resources here.

At planning and design stage? Your development may require a specialist or peer review input from us to support Auckland Council’s resource consent (RC) and engineering approvals (EPA).
Keep in mind that Auckland Council is the overall consent authority and we provide specialist peer review inputs.
Planning and design steps
Planning and design steps
Here’s an overview of our peer review input to council’s consenting process, including the information required from you to support your application for water and wastewater.
Applying to Auckland Council for a resource consent
When you have plans, documents and information ready, you can apply for resource consent.
How to apply
For information and application forms, visit the Auckland Council website
If needed, council will refer your application to us for peer review input as the asset owners of the water and wastewater network. We’ll confirm whether our existing network can support your development, or there needs to be an upgrade.
For complex projects, check the council website for pre-application guidance. If you require a meeting as part of the process, we can attend if needed.
Residential subdivisions and any commercial, industrial or multi storey development
Your application to council must include, but is not limited to:
- A completed water or wastewater development assessment form with all information required to assess network capacity. It is recommended that you do network capacity assessment at the due diligence stage before you purchase land.
- Clarification of fire requirements and source of water (including but not limited to private system, connection to the public network, public network hydrant) and New Zealand Fire Services fire classification and flow requirement as per SNZ PAS 4509
- Sprinkler demand calculations including block plan drawings (if applicable)
- Maximum flow and pressure requirements for firefighting, irrespective of whether a dedicated fire connection is proposed
- Peak / maximum water demand calculation
- Peak wet-weather flow calculation for wastewater, including existing flows and potential future flows from upstream of the catchment
- Hydrant flow test results and hydrant location map
- Scheme plan showing existing public road boundaries and the location of proposed structure(s), networks and connections to exsiting public water and wastewater networks.
- Confirmation that you have done a pre-design site assessment to verify the location of all assets that may affect the development to avoid design changes and delays to your project.
- A comprehensive plan to avoid construction over gravity wastewater assets, in accordance with the Code of Practice - Construction of Structures Over Pipelines
- See the Code of Practice and standards for more information
Note: These documents refer to our Watercare specialist peer review. The council may require other documents.
Applying to Auckland Council for engineering approval
How to apply
For information and application forms, visit the council website.
Prepare your engineering plan
All extensions or modifications to the water or wastewater network must comply with our engineering standards to ensure your application to council proceeds smoothly, you must include the following documents:
- A copy of your approved resource consent application
- A complete infrastructure report (including the water and wastewater network capacity assessment)
- A plan showing your proposed water and/or wastewater network extensions or modifications
- Confirmation that you have done a pre-design site assessment to verify the location of all assets that may affect the development to avoid design changes and delays to your project
- Long-section engineering drawings
- Design compliance statements CS1/CS2 (see below)
Subdivisions of 10 lots or more, or any type of multi-storey development
In addition to documents above, you must also provide:
- Sprinkler demand calculations including block plan drawings (if applicable)
- Maximum flow and pressure requirements for firefighting, irrespective of whether a dedicated fire connection is proposed
- Peak / maximum water demand calculation
- Peak wet-weather flow calculation for wastewater, including existing flows and potential future flows from upstream of the catchment
- Hydrant flow test results and hydrant location map
- A comprehensive planto avoid construction over gravity wastewater assets, in accordance with the Code of Practice - Construction of Structures Over Pipelines
- Watercare may ask for a completed water development assessment template or wastewater development assessment template, including all information required to assess network capacity. Note: It is recommended that the developer undertake the network capacity assessment at the early stages of the development.
Note: These documents refer to our Watercare specialist peer review. The council may require other documents.
Design compliance statements CS1 and CS2
All extensions or modifications to our water or wastewater network must comply with our engineering standards. Your application to council must include, but is not limited to, the following:
- CS1 Design
- CS2 Design review
Please identify any designs that do not comply with our standards. You will need to explain why they do not comply and what design solutions you propose.
Peer review approval
We assess the designs and provide engineering input. If your proposed network extension or modification is acceptable, we’ll send the stamped plans to Auckland Council and they will grant the final approval.
Notes:
We assess the designs and provide engineering input.
